Jumbo Size My Government Please

I thought the GOP was all about shrinking the size of government.  In HB 94, it looks like King John is creating more government, not less:

House Bill 94 

Let's face it. It looks as though King John wants to make it difficult for any regulation of small business. So he's setting up a bureaucracy to kill any initiative for regulation of small business.   Something is definitely wrong with this picture.
